More than 50 000 people are arrested and forced to undergo drug testing by the police in the Republic of Georgia every year. Most of these people did not possess any illicit drugs at the point of arrest and 70% of them test negative for illicit drug use. Although offenders have to pay high fines, treatment programs are underfunded by the government and the access to them is very limited.
